“When you fly, you are inspected quite thoroughly
– where as the plane itself is, perhaps,
occasionally vacuumed. You see, with this
Administration, if a passenger blows up a plane, it is
a failure in the war on terror. But if the plane just
blows up itself, m’eh it’s the market self
regulating.” - John Stewart, April 2008

Connect Kentucky Disconnected At Home, PK
While Connected Nation is expanding around the
country, it hit a big snag at home. Kentucky Gov.
Steve Beshear (D) Monday let the world know what his
administration thinks of the controversial Connect
Kentucky program. He vetoed $2.4 million in funds for
the organization, which was founded under his
predecessor, Republican Ernie Fletcher. Background on
the program is here.

Corpus Christi poised to take over EarthLink muni
Wi-Fi network, Muni
The city council of Corpus Christi, Texas is voting
this week on an agreement with EarthLink that would
transfer ownership of the municipal Wi-Fi network back
to the city. EarthLink agreed to buy the network last
year from the city for over $5.3 million. However,
because EarthLink is leaving the municipal wireless
business, it has decided to give the network back to
Corpus Christi. In exchange, EarthLink does not have
to pay the remaining $1.59 million it owes to the
city. No one knows what the city plans to do with the
public access part of the network. Will the city hire
another ISP to operate it? The city will continue to
use it for wireless automated meter reading.

Wi-Fi on public transport is suddenly hot, muni
I don’t know why these articles seem to come
together in bunches but this week, Wi-Fi Planet has a
long piece written by Daniel Casciato about Wi-Fi as
an amenity for commuters and USA Today pointed out
that more cities are offering Wi-Fi to bus passengers.
The Wi-Fi Planet article goes into greater depth (I
was interview for the piece), covering Wi-Fi on buses
in the UK and transit authorities in Montreal,
Massachusetts, Chattanooga, Nevada, and Stockholm —
emphasizing that Wi-Fi isn’t just for the passengers
but also for the transit authorities’ operations and
the safety of the bus drivers.

St. Louis downtown Wi-Fi network goes live, muni
AT&T’s Wi-Fi network in downtown St. Louis is up and
running. AT&T had initially planned a citywide Wi-Fi
network, but could not get it done because the light
poles on which the wireless access points are to be
mounted, do not have electricity 24 hours a day. So
they opted instead for a smaller, more focused
network.

Why you can't split D Block and PSST, Tales from the
Sausage Factory
Unsurprisingly, folks are now proposing to split the D
Block from the public safety spectrum, auction the
commercial spectrum, and use the money to build a
separate public safety network. This got a bunch of
attention at today's House Subcommitte...

WiMAX Supporters Try To Suppress Case Study About
WiBRO Troubles, Techdirt
Tempers flared at the WiMAX show in Singapore last
week when the WiMAX Forum apparently moved to suppress
a report issued by one of their media sponsors,
Telecoms Korea. The Telecoms Korea report, prepared
with the expectation of distribution at the event,
apparently included a case study regarding KT's
deployment of WiBRO in South Korea, including relevant
facts about the rocky start the service has had. Well,
apparently "rocky start" isn't on the agenda at the

WiMax Subscriptions on the Rise - But will growth last
into the 4G future?, dslreports
The WiMax market has taken some hits in recent months
with Sprint s Xohm network delayed indefinitely and
Australia s first WiMax network losing support even
from its CEO. In spite of these problems, the global
Broadband Wireless Access/WiMAX subscriber base grew
over twenty percent in the last quarter of 2007 and
appears to be continuing on its rise. An emerging area
for the market is mobile WiMax with a recent boost
from a Motorola demonstration of the first public
handoffs between WiMax access points. Debate rages as
to whether WiMax will manage to co-exist

Duke University Tries To Shut Down Lacrosse Players'
Blog, Techdirt
It would appear that officials at Duke aren't
particularly familiar with The Streisand Effect. As
you may have heard, a few years back there was a case
that got a ton of media attention, with some Duke
lacrosse players being accused of rape. Eventually,
after fanning the flames in the media, prosecutors had
to drop the case for lack of any actual evidence --
and the prosecutor who led the charge was disbarred.
The lacrosse players are striking back, suing the
University and the city of Durham. As the case moves
forward, they've put up their own blog, at
DukeLawsuit.com. However, the university and the city
aren't too happy about it and have tried to get the
court to force the blog offline -- which, of course,
is only drawing a lot more attention to it.

Defining Net Neutrality Internationally, PK
A constant complaint of net neutrality naysayers is
that no one knows what net neutrality is. Lacking an
agreed-upon definition, the debate swirls into a
maelstrom full of red herrings, as various ISP
spokespeople talk about how net neutrality threatens
legitimate network management, or will interfere with
quality of service.

Canadians Aren’t Buying Into Net Neutrality,
CircleID
The Tyee, an independent on-line magazine based in BC
wrote a story about net neutrality more than a year
ago, noting that most Canadians are sleeping through
the debate. They followed up again last week. Despite
what is called a "perfect storm of events that may
crystallize the issue for consumers, businesses,
politicians, and regulators," there hasn't been an
overwhelming outcry, despite extensive press coverage
of the most recent network activities. There are a
number of voices who present a conspiracy theory on
traffic shaping in Canada..

NYC Finally Accepting Verizon FiOS Proposal - Now if
they can just get FiOS working in the apartments
there, dslreports
Back in January, FiOS deployment in New York City was
stalled as the result of closed-door negotiations
between Verizon and the city. At the time, Verizon
said that they believed negotiations would be complete
by the end of March. Seems like they were fairly close
to their time table as an announcement has come that
the company is moving forward with its plans in all
five boroughs where it has been installing (or trying
to install) FiOS for months. The city has finally
agreed to increase competition for the city s current
provider, Cablevision, by accepting proposals from new
cable TV providers, a step that s been more than a
year and a half in the making. Although any company
can file a proposal for a franchise in the area, it is
believed that only Verizon will do so.

Think Tank Tells Missouri to Let VoIP Be - Warns that
regulation and taxation are bad for the state's

The state of Missouri has been notoriously tough in
its regulation of both telcos and cable operators
which has caused some issues with the development of
VoIP technology in the state. The Institute for Policy
Innovation has issued a press release which tells the
state that they need to minimize regulation and taxes
on VoIP so that the technology has the potential to
grow.
