FCC Warns Of IP Relay (TRS) Fraud - Fraud that the FCC

The Federal Communications Commission is warning
businesses that people posing as hearing-impaired
consumers have been misusing the Internet-based
telecommunications relay service (TRS) to commit
fraudulent business transactions, reports the
Baltimore Sun. Of course the abuse of this system has
been going on for a long time (we mentioned it back in
2004).

Verizon last week announced that the company has
started offering a 7.1Mbps/768kbps DSL tier in four
hundred communities. According to posts in our Verizon
forum, finding out if you're in one of those
communities is a bit tricky. Verizon isn't actually
releasing a list of what those communities are, and
according to forum posters, customer support reps (and
Verizon's systems) seem to be a little bit confused by
the new tier.

FCC Releases Details of the Upcoming 700Mhz Auction,

Document detailing the upcoming 700Mhz auction has
been released by FCC. The FCC has identified the
applicants who are qualified to bid in the 700-MHz
band auction, set to begin Jan. 24. The bidding
itself, for about 1,200 licenses, will be conducted
over the Internet and phone. The approved applicants
include some expected names, such as Google (called
Google Airwaves in the list), AT&T, Cox Wireless,
Qualcomm and Verizon Wireless.

NBC Universal Explains Why ISPs Should Filter

The NY Times "debate" between law professor Tim Wu and
NBC Universal General Counsel Rick Cotton that began
Monday now continues. It's actually not much of a
"debate" because each are simply answering the
questions posed by the moderator, Saul Hansell.
However, the latest concerns whether it makes sense to
require third party companies, such as ISPs or
consumer electronics firms to filter or block content
in an effort to protect copyright holders from
unauthorized use of their content. Wu's answer focuses
on a slightly different question: whether it makes
sense for the government to step in and mandate such
solutions, and provides a reasonable answer
questioning why the government should be protecting
one industry's business model at the expense of
others'.

FiOS Nets Consumer Reports Top Honors - Charter once

The February issue of Consumer Reports ranks the top
ten triple play operators, and the results shouldn't
surprise regular site visitors. The study gives
Verizon FiOS top honors as the best triple-play
provider with a score of 250. Charter shows up in last
place with a score of 188. Satellite providers fare
will in the TV rankings, but show up as poor
performers in the broadband rankings.

wants to up funding for basic research, and increase
the number and size of NSF fellowships for graduate
students in the sciences. Beyond urging more spending

process) she indicates her priorities by urging two
shifts in how science funds are allocated. First,

research funding pie, she wants a disproportionate
