Broadband Policy, IIA
Earlier today I attended a briefing by Dr. Rob
Atkinson on the release of his report, "Framing a
National Broadband Policy." He began by providing a
brief overview of the report and then allowing Blair
Levin, former Chief of Staff to FCC Chairman Reed
Hundt & one of our Chairmen, Larry Irving to add their
comments to the dialogue.

ILSR advocates mixed fiber/wireless networks, Muni
The blush left the bloom of private-public
partnerships when EarthLink retreated from the muni
market and other private providers began demanding
increased financial commitments from their city
partners. So itâs timely that the Institure of Local
Self Reliance (ILSR) has issued a new report,
Municipal Broadband: Demystifying Wireless and
Fiber-Optic Options, that focuses on the merits of
city-sponsored initiatives and strategies for
deploying multi-purpose, multiple architecture
broadband networks.

2008: The Battle For ISP Piracy Filters - AT&T is up
for it...which ISP is next?, dslreports
After spending considerably effort putting legal
pressure on Universities to stop file trading, expect
the RIAA and MPAA this year to put their attention
squarely on ISPs. The entertainment industry has
ratcheted up pressure for ISPs to begin filtering
pirated content, and NBC Universal would love to see
filters placed within home broadband hardware. Most
ISPs, with the exception of AT&T, aren't eager to
become cyber-piracy nannies.

Free Speech and Net Neutrality: Separating Fact from
Fiction, ACLU
The debate surrounding net neutrality raises several
free speech questions. Is net neutrality really the
"First Amendment of the Internet," as some of its
supporters maintain? Are internet service providers
(ISPs) right when they argue that any regulation
promotes unconstitutional government censorship? Who
are the online "speakers" whose speech is protected by
the First Amendment? Is it online subscribers? ISPs?
Both? Neither? The answers are really much more
straightforward than they might appear.

him about $9,500. He was apparently having some

plaintiffâs personal name as a domain name â
briansalle.com. He then tried to sell it to Salle for
the amount of the purported debt. Being uninterested
in the purchase, Salle filed a cybersquatting
complaint against Meadows in federal court.

FiOS Might Not Hit NYC Until Summer - Secret city
negotiations continueâ¦, dslreports
New York City and Verizon continue closed-door
negotiations over awarding the company a city-wide
agreement to deploy FiOS, a deal potentially worth
billions. City council members and consumer advocates
are worried that the secrecy means that the deal will
be great for city pockets and Verizon, but not
consumers. Industry analyst Dave Burstein notes that
it takes a twelve-week FOIA request to get any useful

Roundtable on Copyright Damages Takes Place Tomorrow,
PK
As Sherwin wrote about last month, most of the
attention at the December 13 hearing on H.R. 4279, the
so-called âPRO-IP Act of 2007â was focused on one
small provision, Section 104, which would have the
effect of allowing a court to multiply âstatutoryâ
copyright damages for infringing a compilation by the
number of individual works in the compilation. For
example, if I infringed a Rolling Stonesâ CD, I
could be liable for damages of up to $150,000 times
the number of tracks on the CD. Right now, under
Section 504(c)(1) of the Copyright Act, such an
infringement would only be entitled to one damage
award.

Storm clouds are roiling anew over Washington this

Our political advertising policies, Google
The Iowa caucus and New Hampshire primary are behind
us, and Super Tuesday is just around the corner. So
far in this presidential campaign season, candidates
have used the web in new and creative ways - including
social networks, maps mashups, geo-targeting online
ads and even sending a Twitter or two. While none of
these tools can take the place of voters sizing up a
candidate up close (bringing to mind the New Hampshire
voter who once said she hadn't made up her mind about
a candidate because "I've only met him twice"), these
new technologies have helped voters get more
personally engaged in the political process.
